Monitoring and Evaluation Practices and Performance of HIV Programs in Level 5 Hospitals in Nairobi County, Kenya

Abstract


Globally, HIV programs have achieved significant improvements, but performance remains inconsistent due to weaknesses in monitoring and evaluation (M&E) systems. Within this national context, Level-5 hospitals in Nairobi County face unique challenges. The general objective of the study is to examine the influence of Monitoring and Evaluation practices on the performance of HIV programs in level-5 hospitals in Nairobi County, Kenya. Specifically, the study sought to assess the influence of capacity building and feedback on the performance of HIV programs in level-5 hospitals in Nairobi County, Kenya. The study was anchored on Human Capital Theory and Feedback Intervention Theory. A cross-sectional correlational design was adopted. The study population was 121, from which a sample size of 93 was determined using Slovin’s formula. The units of observation included program officers, clinical staff, and data managers drawn from eleven Level-5 hospitals. Data was collected using structured questionnaires and analyzed through descriptive and inferential statistics, while qualitative data was examined using thematic analysis. Findings were presented in the form of pie charts, graphs, tables, and figures. The research model was a regression model. The study concludes that capacity building has a positive and significant effect on performance of HIV programs in level-5 hospitals in Nairobi County, Kenya. The study concludes that feedback has a positive and significant effect on performance of HIV programs in level-5 hospitals in Nairobi County, Kenya. Based on the findings, the study recommends that HIV programs in Kenya should invest in continuous capacity building for healthcare workers involved in HIV programs through regular training, mentorship, workshops, and skills development initiatives. Strengthening the knowledge and competencies of staff in areas such as HIV treatment guidelines, data management, patient counseling, and program monitoring enhances service quality and operational efficiency.
